The classic witch costume.

 

The Tattered Witch costume includes a flattering empire waist black dress with tattered hem and cuffs, belt with rhinestone buckle and matching wavy witch hat.

This dress is shorter than it appears in the image; it is approximately 93cm from shoulder to bottom of 'tattered' hemline.  The dress can be worn down low on the shoulders - it has an elasticised neckline.
